Map Drills v2: Call Assignment

Read the pending calls, decide priority first, then send the closest open unit. A unit's dots show how many calls it can hold at once (1 or 2) and how many it is already carrying. Drag a call onto a unit to assign it, or drag a call between units to move it. No unit will ever accept more than its stack allows.

Keyboard alternative to dragging: Tab to a pending call and press Enter (or Space) to select it, then Tab to a unit and press Enter to assign the selected call there. Press Enter again on a chip inside a unit to unassign that call back to the pending list.
